LOMBARD LILAC FESTIVAL PARADE RULES

1:30 P.M.  RAIN OR SHINE

1. TIME AND PLACE

Parade will step off promptly at 1:30 p.m. from Main and Wilson, proceed north on Main to Maple and then east to Craig.  Units will disperse per the direction of the Parade Marshal.

2.    ASSEMBLY

All units will assemble at 11:30 a.m. at assigned starting locations.  Parade Marshals will line-up units in order of appearance as planned by the Committee.  Entries not registered by April 15th will be included and judged only at the discretion of the Committee.

3,    REGISTRATION

Registration is open to all, but the Committee reserves the right to limit entries in all classifications.  Units requiring honorariums will be selected on the basis of the funds available.

4.    DECORATING OF ENTRIES

All units must observe the theme by suitable decoration.  All vehicles, unless pulling a float, must be fully decorated.  No bare trucks, wagons, trailers or other vehicles will be allowed other than police and fire mechanized units.  Equestrian units are also exempt from decorations.  The maximum height for units is 13 feet.

5.    SIGNS

Each float must have readable signs visible from both sides of the street displaying the Theme of the entry so that judges can quickly identify the entry.  ALL COMMERCIAL SIGNS ARE LIMITED TO 1' x 3' (maximum 2 signs per unit, mounted on either side or front and back).

6.    UNIFORMS, AGE LIMITIATIONS, ETC.

It is suggested that all marching units dress in complete uniforms or look-alike costumes.  Children under 16 are welcome to ride in any wheeled vehicles but may not march as an official entry, except for those in organized units.

7.    VILLAGE ORDINANCE

A Village Ordinance prohibits the dispensing of anything from a Parade unit.  This list includes but is not limited to: candy, gum, novelty items, water balloons, bubbles, election materials and/or business cards.  Squirt guns are also prohibited.  As the dispensing of anything from a Parade unit is prohibited, failure to comply will disqualify the unit from judging and result in removal of the unit from the Parade.  Additionally, any honorarium will be forfeited.

8.    JUDGING

Judging criteria to be used for each Parade category can be viewed at www.lombardlilacparade.com.  Units will be judged on their performance throughout the Parade.  All units must maintain a FORWARD MOTION.  There will be NO stopping for the purpose of performing.  Failure to comply with the Marshal's directions will disqualify the unit.  Winners will be announced on the Parade Line after the Parade and will be posted at Mr. Z.’s the Monday following the Parade.  All awards will be mailed.

9.    VEHICLES

Only the vehicles listed on the application and adhering to the above Decorating of Entries will be allowed in the Parade.  Vehicles that do not comply will be removed from the Parade route and risk forfeiture of their honorarium.  Antique vehicles are exempt from decorations (a car must be 25 years or older to participate as an Antique Vehicle).  All vehicles must obey the IL Rules of the Road.

10.   Elected officials currently serving the Village of Lombard are permitted to participate. 

No electioneering will be permitted.  This includes but is not limited to: handbills, signs, T-shirts and novelties.  No signs promoting the election of a political candidate will be permitted.

11.   The use or possession of alcoholic beverages is prohibited by all Parade participants.

No smoking or use of any open fire will be allowed on or around any Parade float.

12.   On Parade Day, any unit which differs from the approved application or disregards any of the above rules will not be allowed to participate. 

The Parade Marshals will make the final decision.
